The purpose of this conference is to bring together the views of experts, operators, politicians and supervisory authorities on the state and prospects of local public services in Italy.

Italy is traditionally considered a "latecomer" in this field, but our country has been recovering lost ground in recent years in matters of liberalisation and privatisation; and now, with bill no. 4014, the government is about to introduce the principles of competition and open markets also to local public services.

The public nature of the activity in this sector and respect for the obligations that it implies (universality, continuity, accessibility at the same conditions and safety) have up to now generally meant that such services were run directly by public authorities. Now, the creation of an open, competitive market is intended to stimulate both public and private investment. This in turn should create the conditions for an improvement in service quality, more efficient and competitive operations, and growth and consolidation of the Italian companies that operate in the field of public services.
